Yakov (Iakov) Petrovich Terletskii was born in 1912. In 1936, he was graduated from the Department of Physics of Moscow State University, earned his doctorate in Physico-Mathematical Sciences in 1945 and, since 1947, has been affiliated in the theoretical physics division there. In addition to his work at the University, he has been head of a section of the Institute of Nuclear Physics of the Academy of Sciences of the USSR at Dubna and, since 1963, a professor at Lumemba University's Theoretical Physics Department.
