    Yakov (Iakov) Petrovich Terletskii was born in 1912. In 1936, he was graduated from the Department of Physics of Moscow State University, earned his doctorate in Physico-Mathematical Sciences in 1945 and, since 1947, has been affiliated in the theoretical physics division there. In addition to his work at the University, he has been head of a section of the Institute of Nuclear Physics of the Academy of Sciences of the USSR at Dubna and, since 1963, a professor at Lumemba University\'s Theoretical Physics Department. HE was awarded the 1948 M. V. Lomonosov Prize in recognition of his work on induction accelerators, and in 1951 he received the State Prize for work on the origin of cosmic rays. Terletskii has published more than a hundred scientific papers in Soviet, Frenchm and German journals on problems in statistical physics, the theory of accelerators, plasma physics, magnetihydrodynamics, the theory of the origin of cosmic rays, the theory of relativity, and the theory of elementary particles. His books include The Dynamical and Statistical Laws of Nature (1950), Statisical Physics (1966), and Paradoxes in the Theory of Relativity (1966).  The last was translated into English in 1968.
