Self-Employed Policy Writer – Took on paid and voluntary projects in addition to full time job with USEEOC, March 1993 - August 2002.  Wrote and edited white papers, legal memoranda, reports and articles on legal and policy issues impacting the development of emerging information and energy-producing technologies.  Clients included Integrity Research Institute, World Bank, American Bar Association Science and Technology Law Section, International Information Industry Congress, and Industrial Research Institute.

Writer-Editor, Internet Connection, Bernan Press / Glasser Legal Works, April 1998 – October 2000.  Published articles in what was then the leading newsletter covering on-line information from government agencies.  Topics included international trade, export controls on encryption technology, online legal education, and copyright protection for on-line databases.  

Graduate Student in International Commerce and Policy, George Mason University, September 1991 through December 1996.  Earned 3.92/4.00 GPA for quality of research papers exploring how legal and regulatory systems could change in response to emerging technological, legal and economic trends.  Authored papers on regulatory disintermediation, global trade in digital goods and services, digital cash, global harmonization of patent protection, and the need for sustained R&D in breakthrough propulsion technology for space travel. 

Attorney, United States Equal Employment Opportunity Commission, (USEEOC) August 1987-Present.  Write and edit legal opinions, technical reports, articles, and training materials on employment discrimination law.

Law clerk, February 1984 – July 1987.  Drafted trial and appellate briefs for law firms in central and southern New Jersey; Wrote first drafts of judicial opinions for U.S. bankruptcy judge.  Published updates in multi-volume encyclopedia on comparative constitutional law.
