In the atmosphere there are lots of options for charge carriers. What are the best ones? Water? Gasses? Solids?

Way back in 2003 (or earlier) Professor Mahmoud Melehy told some of us that when mists/fog rise up from bodies of water that the water droplets are lifted by electrical fields in the same fashion as in the Millikan oil drop experiment. This should be a real fun conference!
