Are there mechanical dynamics in a plasma while in the absence of atmosphere?

Should we expect that, in the enviornment of a plasma, mechanical forces become a component to consider even though the far surrounding areas of an electric discharge would not lend themselve to mechanical dynamics due to the absence of an atmosphere. Another way of putting this in question form would be,, does a plasma allow for the development of an atmosphere which would generate or permit mechanical forces yet in a highly localized and limited manner?

  Will the forces be confined to electro-dynamics, or might their be present other forces which could only manifest themsleves in the presence of thick atmospheric conditions  3dzp
