A hypothesis is suggested that the vacuum's zero-point energy can self-organize into vortical forms at any size scale. The vacuum naturally manifests vortical pairs of opposite chirality (left-handed and right-handed helicity), and it is the chirality that gives each vortex form its charge polarity. At the fermi scale the vortices are an electron/positron pair. At a larger scale the vortices become a pair of "quasi" charges. Shoulders' electrum validum, an anomalously energetic, micron-size plasma-like formation might be an example of a quasi charge. Inventions that make properly shaped, dual vortex, plasma forms might produce quasi charge from the zero-point energy and output excessive power.
